They sure could, as can everyone else. Permission to reuse and republish
under the terms of the GNU FDL is given by the providers of the content
(that's you and me and the horde of contributors out there) when they
submit it to the project. The foundation's permission would only be
needed per se for issues of trademarks -- using the names 'Wikipedia',
'Wikimedia' etc.

That of course is unrelated to providing hosting support for the project.

Certainly not; making the material redistributable and republishable is
the whole *point* of what we're doing.
