Set $wgDefaultSkin in LocalSettings.php. Note that this will not change
the setting for existing user accounts, only for anonymous users and new
accounts.

Note that the exact things to do may depend on your server configuration
and what is allowed in your server configuration. You may have specific
problems which are difficult to diagnose.
