[Mediawiki-l] Blocked user options

I have noticed this issue at wikien-l, but really only just now grapped with
it.

When an ip is blocked, user gets the "blocked" message suggesting to ask an
admin for clemency.  This message seems flawed.  Which of the following
facts do I have wrong?

-blocked user can't get wiki help
-blocked user must have e-mail address to get e-mail help
-anon user can't set preferences including an e-mail address

-therefore blocked anon can't get wiki or e-mail help

Here is what needs to be fixed:

Standard blocked user message needs to be changed to say:

"If you are not logged in you will need to log in and have a verified e-mail
address.  If you don't have an account, you will need to create one and
verify your e-mail address.  Even from this blocked ip address, the system
will let you create an account and verify an e-mail address so you can
contact an administrator."
