[Mediawiki-l] Upgrading Mediawiki 1.4.11 to 1.5.3

All,

I have been working on upgrading from Mediawiki 1.4.11 to 1.5.3(versions
German, French, and Spanish) but have run into one issue.  After running the
upgrade script I get these funny characters �.  I have tried running this
partial-upgrader in upgrade1_5.php as it says in the RELEASE-NOTES, but
still does not fix the problem.  Has anyone else run into the issue and know
of away to fix it?
