[Mediawiki-l] missing stylesheet

I had a working mediawiki MediaWiki 1.3.9 
PHP 5.0.4 (apache2handler) 
MySQL  4.1.7-standard 

it all worked fine on fedora core 3, upgraded to 4 and
stylesheets don't work (background not shown, not
nicely formatted) - obviously I haven't deleted them
they are still there, settings file is as before.  I
also rebuilt from backup but its the same. I changed
all the permissions to apache:apache but no difference
so doesn't seem to be that. Any ideas ?
