[Mediawiki-l] Bad Title with accented page titles

I'm using 1.5b4 and am having trouble using page titles
with accents (and other 'special' characters.)

I actually have two installations and at one point
it was working in one and not the other. In my fiddling
I broke it in both though.

So if someone could suggest some things I should be 
checking for in LocalSettings.php and/or Apache's 
httpd.conf?
