[Mediawiki-l] Selected German as Language but tolltips and Links still English

No, the interface messages are stored in the database; you should edit
the page [[MediaWiki:mainpage]] on your wiki instead. See
http://meta.wikimedia.org/wiki/Help:MediaWiki_namespace and your
wiki's [[Special:Allmessages]]

Here, there is an additional source of confusion - it seems the
messages like "tooltip-sitesupport" are no longer actually used;
instead, these tooltips are defined in [[MediaWiki:monobook.js]],
which is a bundle of JavaScript run on every page view. Since that
"message" is not defined in LanguageDe.php, the English version is
being used as a fall-back.
