you only need to run update.php (or the installer) from b3->b4 if you
wish 
to use the "trackbacks" feature, which requires a new table.

in general, X.Y -> X.Z (i.e. minor release) upgrades do not require any
database changes; it will "just work" if you replace the files.  this
does
not apply to beta versions, however.

major versions (X.Y -> Z.0) do require database changes; either run
maintenance/update.php from the command line, or re-run the installer.
