[Mediawiki-l] 1.3->1.4 upgrade one small glitch

In 1.4.1, user CSS is disabled by default.

No, that's standard.

Are the tabs still at the top, but the body is positioned like it
wasn't? Is there any difference? What do you see instead? Is this on
Wikipedia, or your own wiki? is it public?
