Yes. And had you followed through on that guess, and searched for
"whitelist", you would have come to
http://bugzilla.wikipedia.org/show_bug.cgi?id=996

The problem has been identified as relating to the new permissions
system and is, apparently, being worked on by the developer who wrote
that system.
