There's an in-wiki notification for editing of a user's _talk_ page.
Nothing for the user page itself, besides the standard watchlist.
Something I've wanted to add to MediaWiki is email notifications of
watchlist page changes. The users of the wiki I'm running have asked
for this feature. (I do need to learn PHP and get a good look at the
code before I try this, though.)
