[Maps-l] Tile expiry, a new attempt ru.wp

Hello, for the russian map we have the OK from an ru.wp-admin so we can
start.

I did try to activate the russian style for all zoomlevels but missing
tiles didn't go to the "missing"-queue of tirex. So I reset the change.

What's wrong?
