I am not sure how relevant it is, but it might be of some interest to 
the project: Some people from the UK have scanned old (well old for 
modern data, not on historical scale ;-)) out-of-copyright paper 
Ordenance Survey maps and rectified them into a browsable slippy map. 
http://ooc.openstreetmap.org/. Perhaps some of the software stack can be 
re-used, although I think most of that was done manually with offline 
tools. So depending on the requirements that might not actually help much.
