 From the Tool-Authors point we would need read-access to both, the 
osm-db mirror and the postgis db, no matter if they reside on cassini or 
ptolemy.

Despite that: having our own postgis on cassini would allow tool authors 
to play with different mapnik stylesheets and/or completely new 
rendering technologies. That's what the toolserver is for, right?
