FYI, I've added an entry specifically targeting prep needed for the next 
vote, which'll be the board elections in August:

Go ahead and mark other issues which are must-haves as blocking that so 
the dependencies can be clearly tracked; but please keep it to just the 
must-haves. Poor Tim can always find the nice-to-haves later. ;)
