[Licom-l] Vote result distribution

The vote tally has now been distributed to the volunteer members of
the Licensing Update Committee (via private email) and to the WMF
Board.

In accordance with our prior agreement, the WMF Board will be given a
few days to prepare a reaction before the result is publicly
announced.
