You do.  However, you don't need to edit that namespace or be an admin
to add a notice. :-)  Some wikis have pages for announcements, like
the <http://en.wikipedia.org/wiki/WP:VP> and
<http://en.wikipedia.org/wiki/Wikipedia:Announcements>
