[Licom-l] Casey added as list admin

I'm not a very reliable list admin, so I've asked Casey to help out,
and he's agreed. Thank you, Casey. :-) Sorry for the late-approved
posts that just came in.

Mostly we're getting messages from non-member addresses that need to
be reviewed - I've generally added these as allowed senders as there
seems to be no reason not to.
