The SecurePoll is actually set to expire 12:00 UTC on May 3rd to match
the 12:00 UTC start on April 12th (partially an artifact of the key
developer being in Europe at the time of the launch).

I'll let Casey or someone else comment on the CentralNotice, as I'm
not so familiar with that process.
