[Licom-l] Software set up and working

For the licom to do list:

The licensing update header includes local links to meta pages, i.e.
[[licensing update]].  These aren't going to work at all when hosted
at SPI.  At present, it appears SPI also does not supprt interwiki
style links to meta, i.e. [[m:ABC]] does not work.

For content intended to be hosted at SPI, we will need to convert
these links to external links.  Presently, I believe the only place
this applies is in the voting header.

Also, only English header and voter options have been loaded into SPI so far.
