As to localisation the first objective is 50% of the most used messages.
This is where the localisation update may kick in and where you get the messages in the incubator. In fact currently policy of translatewiki.net is to require "18% of the core MediaWiki messages" (it results to ~500 messages, ie. the number of the most-used messages) [1] before they export anything for a newly localised language. I would love if we could convince them to lower that requirement, maybe at the same time an update of the list of most-used messages. I recently had a user on Incubator who made 400 translations and was rather frustrated that that was not enough to show up on Incubator.

Hoi, We have NEVER stated anything about the way localisations are done.. We just need them done.
If you pay someone to localise the messages, consider what functionality is important to your editors... You may want to edit things outside of the magical 500.. It would make sense when a new list of messages is compiled anyway.,. Thanks, Gerard

This is purely hypothetical at this point, but what would you think if we were to hire someone (on a short-term basis, of course) to do the translations of core messages? Would that diminish a request in any way?
