              <div>Yes, all the software that we run on labs should be
                open source (including tools). If there is a situation
                that justifies running proprietary software, then we can
                discuss that with the Labs admins to see if it's legal
                and appropriate. There is a strong preference to avoid
                exceptions, as open source code will be easier to run
                and maintain long term.</div>

            It's not a strict requirement in the TOU that software is
            publicly available. But non-public code may not be
            appropriate for a few practical and policy reasons that Tim
