[Labs-l] Freenode #wikimedia-labs channel renamed to #wikimedia-cloud

Per the renaming plan we have changed the name of the freenode irc
support channel for Cloud Services from #wikimedia-labs to
#wikimedia-cloud. The old channel is redirected to the new one, so if
you forget and connect to the old one you should be transparently
redirected to the new channel.
