By default, list members are able to post unmoderated. Posts from
non-list-members ought to be automatically discarded. I'm not clear how
this particular message got through -- I don't see evidence that that
user has an account but I also don't trust mailman to handle non-ascii
characters properly.
If we start getting more than one spam message per year, I'll
investigate further :)
