[Labs-l] Toolsadmin now supports creating and documenting tools

A new version of Striker has been deployed to
<https://toolinfo.wikimedia.org/>. This update includes support for
creating new tool accounts. Tool account creation now collects some
basic descriptive data about the tool to help others understand the
great work you are doing with your tool. This information is also used
to generate toolinfo.json data for Hay's Directory
(<https://tools.wmflabs.org/hay/directory/>).
