[Labs-l] Python scripts using system-wide mwclient should be restarted

The python mwclient library installed on the Tool Labs grid was
updated yesterday to v0.8.1. This version properly defaults to using
HTTPS when connecting to the Wikimedia wikis. If you are running a
long running process using this library you should restart to pick up
the improved library.

On a related note, it seems that mwclient treats protocol relative
URLs as http by default. Setting `scheme='https'` in the configuration
changes the default. [0]

Starting on 2016-06-12 non-HTTPS requests to Wikimedia wikis will be
unsupported [1]. See Phabricator task T105794 [2] for more details.
