[Labs-l] Creating tool accounts fails

Hi,

there seem to be problems creating accounts on Tool Labs. Today I
created the tools "eulenwiki" and "eulenwiki2" and both of them are
listet in the service groups list [1]. However, they are NOT listed in
the tools directory [2]. Trying to become the tool returns "become: no
such tool 'eulenwiki'", trying to create a tool with the same name also
fails ("Failed to create service group."). So, the creation seems to be
stuck somewhere in the creation process. I tracked this issue in
phabricator [3] and would be glad if someone could have a look into this.
