Did you get farther than the splash screen by following
https://wikitech.wikimedia.org/wiki/Help:Tool_Labs#Installing_MediaWiki_core
(was your issue resolved?) and did you try my solution? I'm curious to see
if the `$wgServer` port issue is still present.
