[Labs-l] Tool Labs migration instructions

So, all done, except "tusc" and "glamtools" that died on the database
migration and are still "Preparing from migration"...

And how do I restart the webservice again? (too lazy to look it up, and
others in this thread will probably benefit from a reminder as well...)
