No, you did the right thing.  The servers' canonical names are

tools-login.eqiad.wmflabs

and

tools-login.pmtpa.wmflabs

Yeah -- that's a bit annoying, but unavoidable if we want things to not
break after migration.

That said, the finish-migration script /only/ exists in eqiad, and the
migrate-tool script only in pmtpa; you can't invoke the wrong one at the
wrong place.  :-)
