[Labs-l] Resurrecting icinga

So, icinga is back up at http://icinga.wmflabs.org/icinga/

nagios.wmflabs.org for now still host the old installation, which
might be replaced once this new icinga finally works ok

The most of checks will not work until the new puppet configuration
get merge and deployed to all of wmflabs
