Ok. I'm afraid your archive is incomplete. I have my own backup and it 
does contain the .htaccess:
tools.heritage at tools-login:~/toolserver_backup$ tar -tf home.tar.gz | 
grep .htaccess | more
home/project/e/r/f/erfgoed/public_html/.htaccess

Redirect //toolserver.org/~erfgoed -> //tools.wmflabs.org/heritage/ 
please. I filed https://phabricator.wikimedia.org/T85166 to track the 
general issue of the redirects getting lost.

Finally created https://phabricator.wikimedia.org/T85167 to create some 
http statistics so we can see what is getting lost.
