[Labs-l] New *Labs* project request process moved to Phabricator

Requesting a new labs project was so far done via Semantic MediaWiki
forms on wikitech. It led to... not very quick responses, partly
because the notification options weren't exactly great.

The description has details on how to request a project (via creating
a subtask). This would notify all current labs admins (me, Coren,
AndrewBogott) and should lead to much quicker project creation times.
