[Labs-l] Upgrading labs db replicas to MariaDB 10

2014-08-07 00:02:00 the third and final labsdb1003 will switch to MariaDB
10. There is a larger chunk of user data to migrate on this instance, so
the downtime will be longer:

1. Downtime ~1h, during which tool connections may fail for enwiki.labsdb.

2. Up to 6h of read-only access to enwiki.labsdb while labs user data is
migrated across.

3. A period during which slow traffic may be throttled or killed, while
caches warm up.
