The problem is that you've been /too/ permissive:

SoftException in Application.cpp:257: File
"/data/project/betacommand-dev/tspywiki/cgi/cgi-bin//SIL" is writeable
by others

Most frameworks will refuse to run code that has 777 permissions for
obvious security reasons (since any such file could be modified to read
or write any arbitrary file owned by your tool).
