[Labs-l] OpenStack upgraded to the folsom release

We've just completed the upgrade of OpenStack from the essex release to the
folsom release. The upgrade took roughly an hour. During the upgrade
OpenStackManager on wikitech was inaccessible, but that was the only
user-facing downtime.
