I don't think that's how it works as then jobs would just be
queued, while qcronsub suppresses them completely if a job
by the same name already exists. I believe Merlissimo (the
Toolserver SGE admin) patched the source, but I don't see
anything obvious beneath /mnt/user-store/sge.
