[Labs-l] Ability for non-admins to give out shell access

I've added a new group, shelladmins. Members of this group can give out
shell access to new users. If you're feeling like being a good wikitech
wiki-gnome and want to help out with this, let me know and I'll add you
into the shelladmins group.
