[Labs-l] OpenID provider disabled awaiting breaking identity url change

We're likely to make some breaking identity url changes for labsconsole
(for instance, we may be renaming it to wikitech soonish), so to avoid
complications I've disabled the openid provider for now.

Hopefully we'll have this back up soon with some documentation on how to
integrate applications.
