Yeah, we have a terminology clash.  Right now, I've been trying to 
standardize on

Labs >> Project (right now bots and webtools, but I really want to unify 
them) >> Tool (one bot, webservice, etc)

So users may maintain one or more "tools" on the "project".  The unit of 
management will be the tool, therefore.

Labs users have a uid, and so will Tools (in a different, per-Project, 
OU in the LDAP)
