Come to think of it, I believe
https://wikitech.wikimedia.org/wiki/Nova_Resource:Xtools was
created around the time when the names of the service groups
in "Manage Projects" linked to
https://wikitech.wikimedia.org/wiki/Nova_Resource:$SERVICEGROUP.
So xTools's approach was probably just "blueing a red link"
