[Labs-l] IP filtering put in place

Hey all,

Due to the large number of evil bots attempting to crawl the tools (and
consuming large amounts of resources), I have had to filter large swaths
of mainland China and a number of VPS hosts at the network level on the
webserver.

While I hope there will be very few (if any) legitimate users trying to
connect from those ranges, please tell me if you hear of difficulties in
using your tools; I will try to work out exceptions as needed.
