There's a semantic query for this:

<
https://wikitech.wikimedia.org/wiki/Special:Ask/-5B-5BCategory:New-20Project-20Requests-5D-5D-5B-5BIs-20Completed::No-5D-5D/-3FProject-20Name/-3FProject-20Justification/-3FModification-20date/format%3Dbroadtable/sort%3DModification-20date/order%3Dasc/headers%3Dshow/searchlabel%3DOutstanding-20Requests/default%3D%28No-20outstanding-20requests%29/offset%3D0

It can be found at <
https://wikitech.wikimedia.org/wiki/Help:Contents#Requesting_A_New_Project>
as "Outstanding Requests". It'll only show open ones.

One of the ones waiting is

I've been wary to create some projects because they are development of a
single mediawiki extension. We really need a project that's made for
MediaWiki extension development that's easier to use than making individual
projects and instances for every extension. It's not a really simple
problem though.

For now we'll continue on creating these, but hopefully we'll set something
up and start migrating folks at some point.
