[Labs-l] help creating an account

I can't create the Labs account requested here:

https://www.mediawiki.org/wiki/Developer_access#User:Csgp_1412

Error: "There was either an authentication database error or you are not
allowed to update your external account."

I've been able to create several other accounts just now without difficulty.
