[Labs-l] Spam issues on labs sites

Unsurprisingly, we're seeing open wikis more and more frequently
attacked by spambots:

http://en.wikipedia.beta.wmflabs.org/wiki/Special:RecentChanges

We need to come up with a consistent response strategy here. I see
that wiki is already running the SpamBlacklist extension, although it
may not be set up correctly. It may also be necessary to set up
additional captchas or more restrictive measures.

If necessary we'll have to shut down instances that are being taken
over by spammers.
