[Labs-announce] abuse_filter_history view dropped (temporarily?)

Hello!

Due to possible data (hidden abuse filter rules) present in
abuse_filter_history that should not have been present, we've
temporarily dropped that view making it inaccessible for users. We'll
investigate bringing it back safely in the next few days -
