[Labs-admin] Full Tools load on new NFS

The last remaining piece of the puzzle here is to enable the webservice's
logs to hit NFS (we have been /dev/null'ing them).  This is a not
insignificant portion of the NFS usage so we shall see how it goes.  After
this Tools is moved over 100%.  We are going for it now :)
