[Labs-admin] tools: main page (and possibly other tools) just died, then (after about half an hour) restarted itself (?)

No idea about xtools, but admin is still an OGE job. I have a version
at https://tools.wmflabs.org/admin-beta/ that runs on k8s instead, but
when I tested cutting it over it did not properly handle being served
from the root of the domain. I meant to get some help from Yuvi to
figure out what was going wrong with the routing, but I've never
actually done that.
