Yes, through trusted OTRS representatives that understand the need for
privacy. I'd happily sign a contract with the Wikimedia Foundation
"swearing" myself to secrecy. While transparency might be a key for
Wikimedia, anonymity is also another important feature and option for users.
There can be a simple template that affirms that this individual has
verified their information - even if it requires the OTRS agent who signs up
for the task to go above and beyond to verify content (i.e. a copy of
identification, phonecall, I don't know - I'm just throwing out ideas) - and
do our best to trust people and our work.
