Fred, I'm guessing you are asking for the benefit of others on this
non-en.wp focused list. RFC/U is a user conduct Request for Comments,
WQA is a noticeboard for wikiquette alerts (basically, people go there
to complain when someone else is rude), and RfA is the process by
which people become administrators.
